Try to install the libboost-regex-dev package via apt-get.

Did you follow the instructions as in the manual that came with the
DOMjudge version you are using (under doc/admin/ in the source tree)?
Because the dependencies may change between versions; using documentation
from a different DOMjudge version may therefore not be completely
applicable to your situation.
