Did you check the configuration in the admin interface with the
configuration checker? It should complain in these situations about
too low limits. It also tells you the current limits.
Increase post_max_size, memory_limit and upload_max_filesize as
appropriate in your PHP config. You may also need to raise
max_allowed_packet in your mysql config.
